Housing & Special Projects Division - Home Rehabilitation Program

House IconIs your home or mobile home in need of health and safety related repairs?  Does your roof leak?  Do you need plumbing, heating, or other repairs?  Do you need to accommodate handicapped residents?

Although interest rates are at historical lows, many homeowners find it difficult to obtain a home improvement loan in today's lending environment.  As a Simi Valley resident, you may qualify for assistance under the City's Home Rehabilitation Program.  Since 1981, the City has provided loans to over 700 households. 

The Program offers low interest deferred loans to low and median-income homeowners.  Qualified owners of detached single-family residences are eligible for a deferred 2% loan with no monthly payments.  Full repayment is required when the property is sold, refinanced, leased, or changes title. The maximum loan amount is $30,000.  

Qualified mobile home owners are eligible to obtain a deferred 0% personal loan up to a maximum of $10,000 with no payments.  The loan is forgiven if the borrower continues to reside in the mobile home five years after loan execution.  If the owner moves within five (5) years, the principal balance will be reduced by 20% for each full year the homeowner resides in the mobile home.

The Home Rehabilitation Coordinator will assist with the following items: 

  • Identify health and safety hazards in your home;
  • Assist the homeowner in the application procedure;
  • Help the homeowner obtain and select estimates from qualified contractors. 

Applications may be requested through the Department of Environmental Services, Home Rehabilitation Coordinator, at (805) 583-6757. The Home Rehabilitation Program Application and the Program's Policies and Procedures Manual are also available in electronic format as Adobe Acrobat documents.  Complete and return the Application and all required documents to the Department of Environmental Services, Housing & Special Projects Division, 3855-A Alamo Street, Simi Valley.  If you should have any questions regarding the Application or home rehabilitation process, please call the Housing & Special Projects Division at (805) 583-6757 for assistance.
