The City maintains a program to provide quality housing affordable to different income groups for a more healthy and sustainable community. One of the primary means of providing affordable housing is through negotiation with developers to incorporate affordable units within new residential developments. Eligibility for renting or buying an affordable unit is based on income limits established for our area by the U.S. Department of Housing & Urban Development.
Currently, the City has 27 existing rental developments with 1,438 affordable units, 100% of which are affordable to very low- and low-income households. Of the 1,438 affordable units, 870 units are restricted to seniors age 62 and over, 35 units are restricted to seniors age 55 and over, and the remaining 533 are not age-restricted.
These affordable opportunities are outlined in the City’s Affordable Housing Guide. The Guide includes maps to these developments and a phone number or other contact information for each development. Each of the developments is required to maintain their own interest lists. If you are interested in any of the listed opportunities, we suggest you contact each one for a pre-application. The development management is responsible to review any pre-applications and approve placement on a waiting list. The City also negotiates with developers for the provision of for-sale housing units at prices affordable to low-income households. Many of these units require additional government subsidy or other specialized loan programs to write down the price of the unit to an affordable level. The City has approved 78 condominium and townhome units (27 age-restricted and 51 without age restriction) for future development at various locations in town and are listed in the Affordable Housing Guide.
From time to time, the City will also list City-owned affordable properties for sale on this website. These units are designated for low-income households and contain restrictions on future sales prices to keep them affordable to future qualified low-income purchasers. The City also publishes and maintains a list of rental and ownership housing that complies with California Assembly Bill (AB 987) that became law in 2007. Click here to learn more about the list required by AB 987.
